ctg. morning brief, 3 sep 2026

On 3 Sep 2026, Valencia's iPronics closed a $125m series b co-led by Maverick Silicon and Light Street, with Nvidia in the round. EIC Fund is on the cap table. Total funding now $177m. Product: iPronics One, a rack optical circuit switch (OCS) that rewires AI clusters in the optical domain. Company quotes: <30 ns latency, <300 µs reconfigure, up to ~50% less switching power; one-32 shipping ~a year. Capital goes to shrink hardware ~20x plus Santa Clara ops and a Fabrinet packaging line.

Why it matters: Europe cannot catch Taiwan on logic fabs. Photonics is one of the few places where a Spanish uni spin-out can sit inside the world's biggest GPU clusters. The money still tilts California. Numbers are theirs.

EuroHPC JU signed a €387.8m procurement with French Bull for LUMI-AI in Kajaani, Finland. 50/50 with the LUMI AI factory consortium (Finland, Czechia, Denmark, Estonia, Norway, Poland). AMD Instinct mi430x + 6th-gen epyc 256-core. Claimed: ~10x AI capacity vs current lumi, nearly 2x HPC. Install 2h 2027. Sixth AI-factory supercomputer contract; Bull was renationalised earlier this year.

Why it matters: Sovereign compute is a purchase order now, not a speech. Czechia and Poland are on the cheque. The GPUs are still American.

Commission 1 sep briefing: first AI Act requests for information are out to more than 30 companies. Split across safety/security of advanced and GPAI models, and copyright/transparency. Names withheld. Brussels also confirmed recent exchanges with OpenAI and Anthropic on cybersecurity risks; ENISA still negotiating model access.

Why it matters: Yesterday the story was that the file opened. Today we have a count. Washington still has a voluntary club. Europe opened thirty doors.

Espoo spin-out S-Transistors (from VTT) raised €2.6m pre-seed led by Lifeline Ventures. Superconducting-transistor ics for cryogenic control next to the qubit chip. First product: a superconducting multiplexer within year one. Lab + pilot line funded.

Why it matters: Quantum scaling dies in the cabling. Finland is building the control layer that sits inside the fridge. Small cheque, real bottleneck.
