ctg. morning brief, 8 Sep 2026
On 8 Sep 2026, Volkswagen, Lower Saxony and Aurelius Capital agreed key terms to sell VW Osnabrück GmbH and turn the 125-year car plant into a security and defence competence centre. Anchor project with Rafael Advanced Defense Systems: potential manufacture of air-defence systems and components for Germany and Europe, with the technology meant to be fully produced in Germany. Vehicle production ends summer 2027; more than 1,200 workers now have a site future path. Still subject to final agreements, body approvals and regulatory review (VW Group, Sep 7).
Why it matters: Europe is converting car lines into missile lines. Not a speech. A plant. Edition candidate.

At Prague's CEE AI Summit, nine countries (Czechia, Slovakia, Poland, Croatia, Hungary, Lithuania, Latvia, Slovenia, Romania) signed the Prague AI Declaration to coordinate EU AI positions and interconnect AI Factories and Gigafactories. Poland and Czechia also signed a MoU: ideal outcome is two linked gigafactory sections, one in each country. Warsaw wants a medium facility for at least 75,000 AI accelerators and has committed more than 400 million złoty (~€93m). Three Polish consortia are preparing bids; contracts eyed early 2027, ops 2028 (TVP World / Prague Daily, Sep 3-4).
Why it matters: The EU picks up to seven gigafactories. Central Europe just showed up as a bloc, not as nine lonely bids. Edition candidate.

STARK finished live testing of the TDW (MBDA Deutschland) multi-effect warhead for its Gambit man-portable loitering munition in Germany. The NATO-qualified package (warhead, fuze, safety/arming) hit lightly armoured targets and moves Gambit closer to delivery. Foldable European quadcopter for short-range ISR/strike, with optional fibre-optic control in jammed spectrum. Builds on the Dec 2025 Virtus live fire with TDW (Defence Industry Europe, Sep 7).
Why it matters: Airframe startup plus missile-house warhead is how Europe actually fields loitering munitions. Attribute the readiness claims as theirs until deliveries land.

Saxony-Anhalt signed letters of intent with two investors for the former Intel Magdeburg site after Intel cancelled its €30bn fab plan in July 2025. One is FMC, a Dresden memory-chip startup (financing still open); the other is not a semiconductor maker. The state says a 380-kV line and Elbe waterworks will secure power and water from 2028, with ops possible in two to three years after award (Politico Pro via dts / HalleON, Sep 1).
Why it matters: Europe's showcase US foundry ghosted. A German memory startup and a mystery buyer are what fill the hole for now.
