On 9 Sep 2026, Mistral closed a €3bn Series D at a post-money valuation above €21bn, the largest equity raise ever by a European tech company (company / EU-Startups, Sep 8). Samsung Electronics led; Scaleup Europe Fund (EQT) and PSG Equity co-led. New money includes Advent, BlackRock-managed funds, and Luxembourg. Same window: Samsung and Mistral signed a strategic partnership at the Korea-France summit in Paris to put Mistral Large and on-prem models into Samsung fabs for defect detection, equipment optimization, and yield work, with data staying inside Samsung's walls (Samsung Newsroom, Sep 9).

Why it matters: Europe's open-weight champion just got a chipmaker as lead investor and a seat on the fab floor. Sovereignty with a purchase order. Edition candidate.

ASML and TSMC launched an industry push to move High NA EUV from today's 6-inch photomasks to 12-inch masks: pilot line targeted 2031, full lithography readiness for advanced nodes 2033 (ASML/TSMC, Sep 8). TSMC plans High NA in high-volume manufacturing for advanced nodes from 2030 as AI transistor layers pile up. Separately reported: Samsung eyes High NA for DRAM from 2028; High NA tools run about $400m each (CNBC / Bloomberg).

Why it matters: The Dutch chokepoint company is writing the next decade of AI silicon. Europe does not make the chips. It still makes the machine that prints them.

Kaja Kallas scrapped a high-level EU defence advisory group hours before its Sep 7 Brussels launch after pushback from capitals including Germany, France and Italy (Defense News, Sep 8). The panel, first floated at Wicklow on Sep 1, was informally cast as a Draghi-style report for defence, with Anders Fogh Rasmussen expected to chair and UK/Ukraine participation eyed. Berlin's line: capability planning belongs with NATO and member states, not another EEAS salon.

Why it matters: Europe still needs a faster rearm answer. Capitals just vetoed the latest panel meant to write one.

From David Navrátil's Substack (9 Sep): Alphabet, Amazon, Meta and Microsoft together spent about $165bn on PPE in Q2 2026 against $172bn of operating cash, roughly 96 cents of capex per dollar of operating cash. He flags it as a quarterly snapshot, not a pure AI bill (Amazon also builds logistics; cloud is not only training). Frame: shale, fibre and cloud as three ways infrastructure booms end for the people who paid for them. Numbers are his.

Why it matters: While Europe argues about gigafactories, the hyperscalers are already spending like the boom has to pay for itself. Attribute the 96-cent figure as Substack's.
