Why it matters: Permits without money is the honest European move. The gap-closer is whether capitals will buy European silicon for AI factories, not another sovereignty speech. Edition candidate: Chips Act 2.0 as demand politics.

Canada's Cohere and Germany's Aleph Alpha signed a definitive merger agreement (16 Sep, Reuters / company). Combined business keeps the Cohere brand with dual HQs in Toronto and Berlin; Aleph Alpha's Ilhan Scheer becomes COO. Lidl-owner Schwarz Group invests €500 million and will put StackIT compute behind the stack (Schwarz investing €11-13 billion in a German campus for up to 100,000 AI chips). Deal still needs regulatory clearance; earlier reports put the combination around $20 billion.
Why it matters: Europe's AI story is not only Mistral's €3 billion raise. It is who owns the deploy layer and whether regulated buyers can run AI outside US CLOUD Act reach. Transatlantic middle-power stack just got a contract, not a panel.

Team 5→25 since March; testing and validation now, sales still zero, next round aimed at 2027 manufacturing scale.
Why it matters: Quantum Systems putting money into a laser that could compete with its own air picture is the European industrial signal: C-UAS is a stack, not a single product. Cheap FPV needs cheap, mobile hard-kill.

Germany's cyber command is evaluating about 30 AI tools to speed battlefield decisions, with a prototype targeted for Q2 2027 and fuller rollout in 2028 (Reuters via Handelsblatt, 10 Sep). Most vendors under review are German; French ChapsVision is among the few foreigners. Vice Admiral Thomas Daum has ruled out buying Palantir's Maven for now, citing sovereignty and ally reliability concerns while NATO commands already run Maven.
