On 23 Sep 2026, Auterion and Ukraine's Airlogix say serial production of Seth X and Anubis strike drones has started near Munich: first airframes off the line, more than 5,000 systems under a German government contract, joint venture stood up in February 2026 (Auterion, 21 Sep). Both platforms run Auterion software for AI-guided terminal navigation and GNSS-denied ops; a human designates every target. Trade press puts the funded order near €300m with delivery into mid-2027 and a second plant planned in eastern Germany.
Why it matters: Heavy deep-strike mass on German soil is new industrial capacity, not another demo day. If the line is real and replicable, Europe finally has a stockpile curve for affordable precision. Edition candidate: factory-as-magazine vs one-off Ukraine packages.

Spain's Plan IA360 (Sánchez, 21 Sep): 12-month roadmap for responsible AI deployment. Gigafactory bid targets up to €5bn public-private with €719m SETT public stake already authorised; government aim is 100,000 accelerators by 2028/29 if the EU awards the site, construction start Feb 2027. Also: €600m Bono IA for SMEs/self-employed (general call before end-2027), Oct data-centre decree, and a stated goal to lift firm AI use from 21.1% to 55% by 2030 (Europa Press / Moncloa / PRTR).
Why it matters: Compute without buyers is a museum. Spain is stacking demand vouchers, grid rules, and a European gigafactory bid in one calendar. The decision Europe has to make is whether InvestAI picks builders who will actually purchase tokens.

NATO Innovation Fund's first direct Sweden bet: TERASi, a KTH spinout, closed an €11m seed co-led by NIF and JOIN Capital for millimetre-wave tactical links that are hard to jam or detect (NIF, 22 Sep). Backers also include In-Q-Tel and Ukraine's D3. Claimed performance: pocket-sized units, links over 100 km, up to 50× satellite speed for high-volume data in contested spectrum.
Why it matters: Autonomous systems and digitised C2 fail without contested-spectrum pipes. Europe finally has a domestic mm-wave hardware house getting alliance capital, not a slide deck.

Finnish defence AI firm NestAI is opening a Tallinn office and plans more than 25 engineers and specialists in Estonia during 2027 (company via Nordic Defence Watch, 22 Sep). Builds on a June letter of intent with Finland's MoD and the Estonian Defence Forces on adaptive AI, C2 support, and unmanned systems; follows recent Stockholm, Latvia, and Saab EW moves.
Why it matters: Battlefield OS work only sticks when the team sits next to the customer. Baltic expansion is how NestOS stops being a Finnish lab and becomes a regional stack.
