ctg. morning brief, 24 Sep 2026
On 24 Sep 2026, Portuguese-founded TEKEVER closed the first tranche of a $580m Series D at a $6.4bn valuation, led by UC Investments (its first direct Europe bet) and Baillie Gifford, with Merlyn Advisors joining (company, 23 Sep). Comes right after UK MoD picked TEKEVER for CORVUS, the British Army surveillance programme worth up to £400m over ten years on the battle-proven AR5.
Why it matters: Money plus a sovereign production order in one week. Europe finally has an AI-autonomy prime that US long-duration capital will underwrite at scale. Edition candidate: Europe's dual-use industrialiser vs another demo fleet.

SemiAnalysis ClusterMAX 3.0 (23 Sep) re-rates the GPU neocloud market after testing 77 providers (market view 323). Nebius joins CoreWeave in Platinum and, per SemiAnalysis, now commands a premium over peers; only 19 neoclouds globally earn a Medallion. Nebius buildout spans US and Europe with a raised 2027 year-end contracted power target of 5 GW (SemiAnalysis numbers).
Why it matters: Europe's compute story is usually speeches. A European-rooted neocloud clearing the industry's hardest reliability bar and selling at seller's prices is product, not subsidy. Edition candidate: managed cluster quality as sovereignty.

Helsinki's Verda (formerly DataCrunch) raised $189m / €163m, an oversubscribed Series B led by Emergence Capital, becoming Europe's latest AI-cloud unicorn (company, 22 Sep). Hit $165m annualized revenue run rate in July; total funding now over $450m. Plans to multiply compute capacity over the next year and lean harder into inference for agentic teams.
Why it matters: Nordic full-stack compute that already sells, not a greenfield gigafactory slide. Capacity that customers can rent beats ribbon-cuttings every time.

Competitiveness Council debates Chips Act 2.0 today (24 Sep): Council doc ST-12887/26 frames strategic projects, demand-side measures, crisis prep, and a proposed 12-month permitting limit. Trade press: no money attached and no decision expected; political agreement aimed around Q2 2027. First Chips Act still cited north of €43bn through 2030.
Why it matters: Another demand-politics day in Brussels while neoclouds and defence primes are closing real rounds. Watch what ministers actually put on the table, not the agenda title.
