On 26 Sep 2026, SemiAnalysis published its China Datacenter Model (25 Sep): 1,000+ facilities across 60+ operators put China above 24 GW of delivered capacity, bigger than EMEA (~14 GW) and APAC ex-China (~15 GW) in the same global model (US still leads at 56 GW 2026YE). Alibaba, Tencent, and Baidu combined capex hit $20B in 2Q26, more than doubling YoY, with all three posting negative free cash flow for the first time on the firm's record. ByteDance alone leases about a fifth of China's delivered fleet; GDS and VNET signed 1.3 GW of wholesale in 1H26 but captured barely a third of ByteDance and Alibaba orders 2024-2026YTD. Standard delivery for a 100 MW facility is under 12 months. SemiAnalysis numbers throughout.

Why it matters: Europe's compute debate still runs on speeches. A building-level map that puts China ahead of all of EMEA is the measured ambition gap. Edition candidate: serial datacenter delivery vs another European strategy paper.

CVC's Strategic Opportunities platform is buying a minority stake in Prague-based CDN77, the first external capital into Zdeněk Cendra's internet-infrastructure firm since 2011 (company/CVC, 23 Sep). A Reuters source puts the deal at about a $1.9bn valuation; Cendra keeps the majority and the CEO seat. CVC calls it the largest private-equity tech deal in CEE this year. CDN77 targets about $270m revenue in 2026 (up from $218m in 2025 per the same source) across 230+ locations, with clients including Rakuten TV, Udemy, and Banijay.

Why it matters: Prague infrastructure that already sells at scale just got a global PE chequebook without selling the founder. That is Europe's rare product-and-money stack, not a grant slide.

The UK is the first international partner into Ukraine's Avengers AI Labs: MoD opened a competition giving up to 12 British companies access to battlefield UAS imagery and video, including sensor data from over 6 million object detections (tanks, artillery, air defence, infantry, Shaheds, recon UAVs) to train AI for drone swarms that keep working when links or satnav die (GOV.UK, 25 Sep). Selection in weeks under Taskforce RAID and the UK-Ukraine AI Partnership.

Why it matters: The scarce input is not another demo drone. It is labelled war data that European primes usually cannot buy. Serial autonomy starts when the training set is real.

EU members agreed to release €6.6bn from the European Peace Facility tied to Ukraine military aid (Reuters / Kallas, 25 Sep): €900m for EUMAM, €1bn for new joint procurement, and €4.7bn to reimburse member states, some of whom say they will recycle refunds into fresh aid. The tranche had been stuck for months under the previous Hungarian block.

Why it matters: Money leaving the facility beats another pledge. How much of the €4.7bn becomes new steel and munitions is still a national decision, not an EU press line.
