ctg. morning brief, 28 Sep 2026

On 28 Sep 2026, Poland's deputy defence minister Magdalena Sobkowiak-Czarnecka said Warsaw is offering to host a plant producing interceptor missiles for Patriot air defence systems on Polish territory if Ukraine gets US manufacturing licences, framing Poland as safer ground for the line (RMF24 via Ukrainska Pravda / RBC-Ukraine, 27 Sep). Warsaw also keeps a separate US track for a Patriot service centre and, longer term, its own interceptor plant; she said a Ukraine licence would not cancel Poland's application.

Why it matters: Interceptors are a factory problem, not a speech. A Polish production line for Patriot missiles is Europe choosing serial output next to the war, not another stockpile transfer.

ASML public-affairs lead Frank Heemskerk told De Balie that Europe was selling absolutely nothing for ASML: Europe was 0% of ASML revenue in Q1-Q2 2026, after 1% in 2025 and 5% in 2024 (company earnings mix cited by Tom's Hardware, 24 Sep, covering the 21 Sep remarks). He blames missing leading-edge fabs that buy EUV; European builds under way (ESMC Dresden, Infineon Smart Power, GlobalFoundries Dresden, Intel Leixlip) are mature or DUV, not EUV. His ask: aggregate demand for European-made chips, not only supply-side fab subsidies, and he said ASML is talking to Commission President von der Leyen.

Why it matters: Europe's chip champion books zero Europe revenue while Chips Act 2.0 still argues about factories. The gap is demand for leading-edge wafers, not another sovereignty slide. Edition candidate: create EUV buyers or admit the Act is a mature-node industrial policy.

EU temporary safeguards on grain-oriented electrical steel, laminations, cores, and cores inside imported transformers entered force on 25 Sep for 155 days (to 26 Feb 2027) while the Commission investigates longer measures. Quotas plus price floors: GOES thresholds roughly €2,800-€3,400/t inside quota, €3,500/t after; below-threshold imports pay the gap. Commission says EU producers' market share fell from 66% (2021) to 43% (2025). T&D Europe's Diederik Peereboom claims the measure will transfer over €700m a year from transformer makers to Europe's two GOES producers (Thyssenkrupp and Poland's Stalprodukt).

Why it matters: AI and electrification need transformers before they need another AI strategy. If Europe protects two steel mills by taxing the grid build, the ambition gap shows up in copper, steel, and delivery dates. Edition candidate: electrical steel as the quiet choke on Europe's power and compute build.

Vertiv agreed to buy Ireland-based King Environmental Services (KES), a specialist in fluid management, commissioning, and thermal/electrical load testing for high-density liquid-cooled data centres, expanding Vertiv's thermal services into EMEA after its 2025 North America PurgeRite deal (company, 24 Sep; close expected Q4 2026). Terms undisclosed and not material to Vertiv results. KES is headquartered near Dublin with hubs including Frankfurt.

Why it matters: Liquid cooling fails in the pipes, not the pitch deck. Buying the people who flush, balance, and load-test AI halls is Europe becoming part of the serial stack.
