ctg. morning brief, 2 Oct 2026
On 2 Oct 2026, State-owned French supercomputer maker Bull reopened its expanded Angers plant and doubled rack output from 6 to 12 a month (€80m expansion; path to 24 in 2027). Executives told Reuters it has won 15 of 18 EuroHPC tenders; Alice Recoque is €554m (94 racks) and LUMI-AI Finland €388m is Bull's biggest contract; Airbus deal ~€100m; European components now ~70% of builds (was 20-30% five years ago). France bought Bull from Atos for up to €404m (31 Mar 2026). Foxconn NVL partnership: Czech manufacture with final assembly in Angers (Reuters exclusive, 1 Oct).
Why it matters: Europe's only dedicated EuroHPC factory just doubled serial capacity. Compute sovereignty is a rack-line story, not another strategy paper.

Romania and Poland signed a SAFE letter of intent in Bucharest (30 Sep) for a €147m (excl. VAT) Polish-led joint procurement of 70 loitering-munition systems for Romanian land and naval forces. Romania's SAFE slate is about €9.6bn across 21 projects through 2030 (10 joint). The LOI does not name the system; WB Group / Romaero have a May industrial track on GLADIUS/WARMATE (AdriaDefense / MApN, 30 Sep-1 Oct).
Why it matters: Joint SAFE buying with a localisation path into the Eastern Flank. Serial munitions, not another framework speech.

BAE Systems is among early bidders exploring an offer for Dutch drone-detection firm Robin Radar, in a Parcom/JPMorgan process that sources told Reuters could value the company around €2bn (~$2.3bn). CVC and Blackstone explored earlier (summer offer rejected); Advent and EQT also named. Parcom prefers a European buyer; NL already bought 100 Robin radars. All companies declined to comment on the process (Reuters exclusive, 1 Oct).
Why it matters: Counter-UAS consolidation with a sovereignty filter. Early-stage and sources-based, but the industrial logic is European control of the radar layer.

Italy's ANAC notice lists a prospective €5,143,208,394.40 contract for Nuovo Main Battle Tanks and related vehicles via the Leonardo-Rheinmetall Military Vehicles path (KF51 Panther-based NMBT). Media estimates ~132 NMBTs + ~140 support vehicles; no production contract signed yet; first deliveries talked for ~2029-30. Would be the first production order for Panther (Defence Industry Europe, notice ~21 Sep / coverage 26 Sep).
Why it matters: The clearest production path yet for Europe's next MBT. Still a notice, not a signed line, but the euro figure is now public.

Chips Joint Undertaking opened two calls totaling €80m: €10m for European AI-chip demonstrators (tape-out required; up to ~€1m/project) and €70m for a shared evaluation/procurement platform for AI Factories and EU clouds (buyers' group ≥3 MS/EEA, ≥1 AI Factory/HPC + ≥2 EU cloud providers; ~42 months). Both close 27 Oct 2026 17:00 Brussels (Chips JU / Techerati).
Why it matters: Moves past fab subsidies toward prove-the-silicon-then-buy-the-racks. Useful bridge to the ASML demand story without pretending Chips Act already created EUV buyers.
