ctg. morning brief, 12 Oct 2026
On 12 Oct 2026, The Fourth Law and Odd Systems launched Project Foundation (8 Oct): uncooled LWIR microbolometer sensors made in Europe and the US, aiming to quadruple European thermal-sensor output and double US output within three years, with first production targeted for 2027. HQ in Eindhoven. Odd Systems' Kurbas thermal camera already supplies more than 70 Ukrainian drone makers.
Why it matters: Drones and robots need the sensor inside the camera, not another glossy payload. A Ukrainian camera line that already ships volume is now climbing into the foundry layer. Serial sensors are the scarce input. Watch First Foundation land a real fab slot and a priced wafer.

The Commission named 46 new Critical Raw Materials Act Strategic Projects across 16 Member States (9 Oct), from 102 applications. Mix: 8 extraction, 11 processing, 19 recycling, 8 integrated. Covers 15 of 17 strategic materials, including battery metals plus magnesium and tungsten for defence/aerospace and rare earths for magnets. Commission Q&A: the 46 are expected to need about €21.1bn in capital to become operational (public + private, not automatic EU grants). With prior lists, EU-based strategic projects total 93.
Why it matters: Faster permitting and a financing badge, not a cheque. Still the clearest industrial map Europe has published for mines, plants and recyclers that batteries, magnets and defence actually burn. The edition question is which of these hit construction before 2030.

Parliament approved AGILE on 6 Oct (536-101-16): a €115m one-year programme for SMEs, start-ups and scale-ups on emerging defence tech, with a four-month time-to-grant target. Political deal with Council was in July; formal Council endorsement and Official Journal still needed. Operational from early 2027.
Why it matters: Europe's defence toolbox is heavy on multi-year primes. AGILE is the fast lane for the companies already iterating in weeks. Soft money until the first awards land, but the clock design is the point.

NATO DIANA's Rapid Adoption Service issued its first HQ capability-development contracts to seven counter-drone innovators from six Allies (announced ~1 Oct; Robotto ApS press 7 Oct): Milliray, Dronetag, Robotto AI, Arcani, Aerix Systems, NeuralAgent and Mara. They validate at DRONE SHIELD 2026 in Czechia. Context: Allies plan more than $40bn into counter-UAS under Drone Edge over five years. Contract values undisclosed; this is experimentation, not a buy.
Why it matters: Innovation theatre usually stops at a challenge. A development contract into a live Czech experiment is the next rung toward Allied procurement. Watch who graduates from DRONE SHIELD into a national order.
