ctg. morning brief, 16 Oct 2026
On 16 Oct 2026, The Commission awarded the first eight EDIP Industrial Reinforcement projects €168.2m (14 Oct) to expand energetic-materials production for missiles, drones and ammo across 17 sites in 14 EU states plus Norway.
Why it matters: From 2027 the slate targets up to 90% shorter lead times and annual output above 20,000t energetics, 3,500 drone/missile propulsion systems, 200,000 loitering-munition warheads and 60m rounds. Named winners include Nammo/Diehl ROCMAN rocket motors (€30m), Czech PBS Velká Bíteš PBS-PROPEL turbojets (€8.7m), KNDS, Rheinmetall Expal, Forcit and Norma. Serial production, not a call for papers.

SemiAnalysis says ASML is building a die-to-wafer hybrid bonding tool (15 Oct), based on 27 bonding patent families (Dec 2022-Nov 2024), The Elec's March report on architecture work with Prodrive and VDL ETG, and ASML's own roadmap. ASML has not announced a product; The Elec separately quoted the company as not pursuing a hybrid bonding business.
Why it matters: If the patents become a tool, Europe's lithography monopoly walks into advanced packaging and puts pressure on Besi, still the only D2W hybrid bonder in volume. Product flip on the back end. Attribute numbers and claims to SemiAnalysis; do not launder the paywalled thesis.

Oxford photonic-chip startup Salience Labs raised an oversubscribed $125m Series B (14 Oct) led by Bullhound Capital, with AMD Ventures, Intel Capital, SBI Group, Hudson River Trading and a £10m cheque from the British Business Bank.
Why it matters: Optical circuit switching for AI datacentre GPU fabrics, with a demonstrated 64-port all-optical switch and a path to high-volume manufacturing with Tower Semiconductor. UK deeptech with US strategic capital and sovereign bank money.

At the Warsaw Security Forum (reported 14 Oct), Dutch and Lithuanian officials argued Europe must buy drones with Ukraine while keeping tanks and APCs for NATO's eastern flank, including “smart contracts” that lock in the newest anti-drone kit at assembly time, not order time.
Why it matters: The edition question is mix, not either/or: Lithuania's Patria APC plan and Leopard anti-drone clauses vs Dutch Ukraine training loops. Mass land war still needs steel; Ukraine proved the steel dies without drones.

Hamburg's Rabot Energy raised $50m Series B (15 Oct) led by Endeit with DeepTech & Climate Fonds, on top of HV Capital, HTGF and Bosch Ventures, to expand its dynamic-tariff + home-battery platform across Germany toward a one-million-customer virtual power plant.
Why it matters: Company says 200k+ customers and €200m revenue already. Grid flexibility from sockets, not new plants. Power lead for a Europe that still underbuilds interconnects.
