ctg. morning brief, 17 Oct 2026
On 17 Oct 2026, Germany's procurement office BAAINBw signed a seven-year framework with ARGUS Interception, an interceptor-drone maker in Rotenburg an der Wümme, for net-launcher drone systems to protect Bundeswehr sites (15 Oct). hartpunkt puts the framework above €1.1bn for up to about 450 systems, with a first call of roughly €165m delivered in 2027.
Why it matters: BattlePolicy says ARGUS was founded in 2023. A three-year-old startup is now holding a billion-euro line for the boring, urgent job: catching spy and sabotage drones over bases without dropping debris on towns. The core is the A1-Falke catch drone, already used by the Bundeswehr, federal and state police. BAAINBw itself did not publish the value; the €1.1bn and 450 figures are hartpunkt's.

France's DGA exercised an option for more KNDS/Delair MX-10 Damocles loitering munitions (KNDS release, 13 Oct). Delair and KNDS told AFP it is "a few hundred" units due in under a year, assembled by German auto supplier Schaeffler at a plant in France.
Why it matters: Delair's CEO told AFP capacity goes from 10 to 100 a day from November. That is announced capacity, not a delivery rate, and the plant is unnamed. Still: a car-parts giant running a drone line is exactly the flip Europe keeps talking about. KNDS gave no value or quantity.

Helsing's HX-2 is getting pulled forward by Ukrainian units near the Russian border because it does not need Starlink, an industry source told Janes (16 Oct). Helsing says HX-2 also finished three weeks of EDA EU OPEX testing in Portugal with a "100% strike rate" under full GNSS denial.
Why it matters: The source says thousands of HX-2 missions have flown since October 2025. The strike rate is Helsing's own claim. The real story is dependency: Europe can build the drones, but the network layer still runs through one American company. Same week, BattlePolicy reports Brussels wants to fast-track the Airbus-Thales-Leonardo satellite merger.

Rheinmetall Expal opened a new medium-calibre line in Albacete, Spain (16 Oct): around 1.2m projectiles and 1.8m cartridge cases a year, 20-35mm, for about €20m of investment.
Why it matters: Headcount goes from about 210 to about 300. Mortar output also scales to 40 Dual-Eimos 81mm systems and over 650 mortars a year. Small cheque, real throughput, and those AHEAD rounds feed counter-drone guns. Part of Rheinmetall's Firepower target of 4m medium-calibre rounds a year by 2030.

UK demand connection applications went from 41GW to 125GW in less than a year, mostly data centres, per EDF citing Ofgem's Curate consultation (16 Oct). Ofgem is weighing a commitment fee to clear speculative projects out of the queue.
Why it matters: The government's compute roadmap needs at least 6GW by 2030. The queue is 20x that, mostly paper. EDF backs a fee but says the upper range, £240k to £710k per MW, would overcorrect. Whoever fixes queue triage first wins the next AI campus. Finland is consulting on grid priority rules for the same reason.
