On 21 Oct 2026, Tallinn's Blackwall raised $100m at a $2.2bn valuation (20 Oct), a 4x jump since its 2025 round, per TechCrunch. AVP led the Series C, with Dawn Capital, MMC Ventures and Tera Ventures back in.
Why it matters: Blackwall filters bots and AI-agent traffic for hosting and cloud providers, who rebrand it, set the price and share the revenue. That channel play is how you fight Cloudflare without fighting Cloudflare. The bigger bet: once AI agents start buying things on websites, someone has to decide which agents get in and on what terms. An Estonian company wants to be that gate. The money goes to expansion across North America, Europe, Asia-Pacific and the Middle East.

Dutch PM Rob Jetten and digital minister Willemijn Aerdts met Nebius CEO Arkady Volozh on Monday (19 Oct) to back Volt's Rotterdam AI Gigafabriek: up to 600MW and 250,000 GPUs at the Maasvlakte, first phase about €7bn, per TechTimes. Nebius signed a non-binding LOI as anchor tenant a week earlier.
Why it matters: The power trick is the story: Volt and Eneco want to take offshore wind at the landfall point and skip the congested Dutch inland grid. The catch: the EU gigafactory model expects 35% public money from the host state, and The Hague says it will not fund private gigafactories. Meanwhile Germany's big joint bid fell apart, so Telekom, Schwarz, Ionos and now Hochtief with Vodafone are going separately, per Golem. Bids are due 12 Nov and construction in Rotterdam would not start before 2027. Edition candidate: Europe has the sites and the tenants. Will its governments pay their 35%?

Quantum Systems is shopping. CEO Florian Seibel says the Munich drone maker is looking at acquisitions in strike and space, from component, motor and propeller makers to software, on the way to becoming a European defence prime, per hartpunkt (20 Oct).
Why it matters: The near-term business is Ukraine's order for "several tens of thousands" of interceptors against Russia's Geran-5, and Seibel says the job now is ramping production as fast as possible. A demonstrator hit about 777 km/h at the event, a company figure and an unofficial record; series interceptors may need only 600-650 km/h. His jab at Berlin: 95% of German defence money still goes into conventional systems. Buy or build is the open question, and sellers want rich valuations.

Nvidia backed four more German startups (19 Oct) as Jensen Huang met Chancellor Merz: Agile Robots, Avelios Medical, Mirelo and Reflex Aerospace. Amounts undisclosed. Tech.eu puts the deals inside a nearly $10bn Nvidia push across European startups, universities and research.
Why it matters: Robots, hospital software, AI audio and satellites. Nvidia already sits on the cap tables of n8n and Black Forest Labs, and it announced deals with Siemens and Mercedes-Benz on the same trip. Great for the four. Worth asking whose cap tables Europe's physical AI ends up on.

Indra got its environmental green light (19 Oct) for a drone plant in Villadangos del Páramo, León: two halls that already stand, about 4,180 m², €20m and 200 jobs, per Diario de Castilla y León.
Why it matters: No new building, just a fit-out: composites, 4- and 5-axis CNC, final integration and testing under one roof, expected running by 2027 at the latest. It will make the Tarsis family, the Valero multipurpose drone and loitering munitions with the UAE's Edge. Reusing sheds that already exist beats waiting years for new ones. More of this, please.
