ctg. morning brief, 30 Oct 2026
On 30 Oct 2026, London AI chip startup Fractile has raised £540m (about $721m) in a Series C, per Sifted, which found the round in Companies House filings (29 Oct). It comes five months after a $220m Series B. Dealroom, reading the same filings, puts it at about £577.4m. The company has not announced it.
Why it matters: Fractile designs inference chips built around SRAM instead of the GPU memory stack, and Dealroom notes it has a deal with Anthropic. That is the kind of European chip buyer edition 013 says is missing: money for design is landing, the question is where it gets built. Council spent 29 and 30 Oct on the Chips Act 2.0 compromise text with no public readout yet. Edition candidate: fold into 013.

Mistral released the open weights of Mistral Large 4, nicknamed Le Chonk, on 29 Oct: about 1 trillion total parameters, 49bn active, a 1M token context, and text plus image input. Mistral says it was trained from scratch on European infrastructure.
Why it matters: A European lab just put a frontier-class model on Hugging Face that anyone can download and run on their own metal. Mistral calls it the best open-weight model for coding, and prices the API at $0.70 per million input tokens and $2.10 per million output. One catch in the licence: companies selling it as a hosted model service need a separate Mistral licence. Sovereign AI stopped being a slide.

OCCAR ordered 69 more Schakal wheeled infantry fighting vehicles from Artec, the Rheinmetall and KNDS Deutschland joint venture: 35 for Germany and 34 for the Netherlands (29 Oct). The programme rises from 222 to 291 vehicles.
Why it matters: Boxer chassis plus the Puma turret, built across German sites by Rheinmetall, KNDS, MTU, Hensoldt and a long tail of suppliers. Rheinmetall puts its share in the medium three-digit million euro range. The catch is the calendar: these 69 are planned for May 2032 to November 2033. Orders are not the bottleneck any more. Line rate is.

After the collapse of FCAS, Airbus is set to hold talks with BAE Systems in the coming weeks on Germany joining GCAP, the UK, Italy and Japan fighter programme (29 Oct). Poland has reportedly received informal approval to join as an observer, per Rzeczpospolita.
Why it matters: Germany would arrive late, into a programme whose design leadership is already set, and its alternative is Saab. Europe delivered around 50 combat aircraft in 2025, all fourth generation. Uncrewed wingmen are on the table too: Germany wants European CCAs flying with its Eurofighters from 2029. Big decision, nothing signed yet. Future edition candidate.
