That is the July 2026 score on the EPIC Draghi Observatory, via Il Foglio : fully implemented recommendations from the report that was supposed to reset European competitiveness. Almost flat for six months. The commission can still say most competitiveness-compass flagships descend from those pages. Both claims can be true if a flagship slide is not the same thing as a statute.
