Ukraine's drone commander told NATO exactly what to build, and said any member could finish by the end of this year. We checked each step against the companies that would have to deliver it.
Robert Brovdi, callsign Madyar, commands Ukraine's unmanned systems forces, the only standalone drone branch in any army. Asked what Europe should do before the next Russian offensive, he gave NATO five steps: a 2 to 5 km drone buffer along the border, a fibre-optic network linking launch sites so one operator flies five, ten or fifteen drones, air defence built only to kill drones, an unmanned systems forces brigade of at least 300 crews in every country, and the first 30, 40 or 50 deep-strike crews. One brigade, he says, covers about 100 km of front. His deadline: any NATO member can complete these five steps by the end of this year 68. We checked each step against the companies that would have to build it.

Brovdi's first step needs four layers: sensors, a persistent airborne stare, fusion, effectors inside the belt. Europe has fielded suppliers for two.
Hensoldt sells the spexer 500 and 2000 border radars and the trml-4d, contracted by Latvia in July 2024 under European Sky Shield. Estonia's Defsecintel sells surveilspire towers into 25 or more countries; its drone wall with Origin Robotics is a September 2025 memorandum, no value published [verify].
Poland's armament agency signed for 190 WB Group flyeye systems on 28 May 2026, roughly pln 1.3bn net, financed through EU safe [verify]. Quantum Systems closed a $1.2bn series d on 2 July 2026 1.
None of that is persistent. Vector flies 180 minutes. Elistair's tethered khronos has one eur 3m order [verify].
The hard layers come from outside. Poland's barbara, four tethered aerostats, is rtx's raytheon with tcom and elta north America, about $960m via us foreign military sales, financed with a US government loan 2. The fibre-optic network, where Europe has no product

Europe makes no fibre-optic fpv or attritable spools at volume, and runs one-to-many control over radio.
Ardlat (latvia) builds fibre fpv and spools out to 45 km with ten people, and sent approaching 1,000 units to Ukraine by late 2025 17. Highcat (konstanz) sent its 20 km hcx to Ukraine in 2024; a 3,000 units a month plan with odm gmbh is unconfirmed [verify]. Spark (Czechia) cloned a captured russian fibre drone as the jan zizka, 25 km, about 200 units by January 2026 [verify]. Skycutter (London) builds the shrike 10-f with Ukraine's skyfall and scored 99.3 of 100 in the pentagon's gauntlet I in March 2026 [verify].
Fibre is point to point: fifteen drones means fifteen glass paths. Optokon's fibertron hive-200 with xenoptics' xsos matrix takes 200 aircraft on 15 km reels, announced July 2025, no customer disclosed [verify].
Sedi-ati (France) took its rbob spool to 50 km in February 2026 with no defence customer; cheap disposable spools come from China and india [verify]. Ukrainian units report 50 km spools up from about $300 to about $2,500 [verify]. European money in 2026 went to counter-drone and radio loitering munitions; nobody has ordered a fibre-optic control matrix.

Cheap interceptors, and the cost-exchange argument done honestly

Defense news reported in May 2026 a US$1,000-3,000 per shot band across Ukrainian interceptors. Wild hornets' sting, a 3d-printed quadrotor with about 400g of explosive, runs us$2,100-2,500 at around 10,000 units a month. The American merops is about us$15,000 a shot. The only European-adjacent price is marss's own target of under us$50,000 per unit, a pre-production target, not a shipped price 30. No European vendor publishes a cost per kill [reason].
Tytan technologies in Munich builds the metis and ti-2. Baainbw signed a development contract worth several hundred million euros on 7 October 2025, a bavarian factory targets 3,000 interceptors a month by end-2026 [verify]. Origin Robotics in Latvia delivered blaze to Latvia, Estonia and Belgium in January and February 2026 under a framework other states can join [verify]. Frankenburg in Estonia agreed a plant with Poland's PGZ in March 2026 for up to 10,000 missiles a year, no state order found [verify].
Merops went to Poland and Romania in November 2025, Lithuania bought 48 units in April 2026, German licensed production was agreed in May 2026 [verify].

Brovdi asks every country for one unmanned systems forces brigade of at least 300 crews, covering about 100 km of front 43. Press summaries disagreed on this and read it as 300 crews inside each brigade.
No European force is at either number. The Netherlands is recruiting 1,000 to 1,200 operators and counter-uas specialists embedded across combat formations, first 200 on 1 April 2026, full strength 2028 [verify].
Industry is funded. Helsing holds a February 2026 Bundeswehr framework whose eur 269m first call-off covers about 4,300 hx-2, and closed a $1.8bn series e at an $18bn valuation in July 2026 44.

Brovdi's fifth step is deep and mid strike, the first 30, 40 or 50 deep-strike crews. No European state fields a deep-strike one-way attack drone, and none is scheduled before mid-2027 [verify].
Fire point's fp-1 flies up to 1,600 km at about $55,000, built at up to 200 a day by the company's own account, which credits its fp-1 and fp-2 together with over half of Ukraine's deep-strike hits inside Russia. Its fp-5 flamingo carries a 1,150 kg warhead 3,000 km. Ukroboronprom's an-196 liutyi carries up to a 75 kg warhead, with ranges up to 2,000 km in lighter configurations, on over eur 100m of German funding [verify].
Helsing's hx-2 is quoted at 100 km, stark's virtus at over 130 km, roughly a twentieth of the ranges above. Neither builds a deep-strike system [verify].
